Portland, Tennessee is located five miles south of the Kentucky state line in a rural setting just thirty miles north of Nashville. Portland’s location allows its 10,000 residents to have convenient access to the cultural and entertainment opportunities of metropolitan Nashville. Historically, commercial and retail developments in Portland were focused in the central business district, which is surrounded by residential neighborhoods of higher density. However, recent commercial investment and retail development have been attracted to the Highway 52 corridor. While its charm remains unchanged, Portland’s Main Street has felt the effects of suburban commercial development patterns. Vacant storefronts, compromised architectural standards and poor vehicular and pedestrian circulation have given Main Street a neglected appearance and emphasize the need for revitalization. Like many American communities, Main Street Portland was the hub of civic activity that provided Portlanders with a sense of place and tradition for generations. Lose & Associates prepared a master plan that addressed revitalization of Main Street and its anticipated economic activity. The plan addressed the area within a two-minute and a five-minute walk of the center of downtown. Specific areas of review and recommendations were: local vehicular circulation, parking facilities, existing pedestrian circulation, building façade design, signage, stormwater deficiencies and comparisons with other similar markets. Central to the Main Street recommendation is changing it to a one-way thoroughfare with inviting alley access at several points.
